Roman Polanski will be placed under house arrest at his Alpine chalet as soon as possible, the Swiss Justice Ministry said Thursday, announcing it would not appeal a court's decision to release the 76-year-old director on bail.

A Swiss court has accepted film-maker Roman Polanski's plea to be freed on $4.5m bail from a Swiss jail where he is being held for a US child sex case.

The court said Polanski could stay at his chalet in the Swiss Alps. He would be monitored by an electronic tag.

Polanski, 76, has been wanted in the US since fleeing the country in 1978 after pleading guilty to having unlawful sex a year earlier with a 13-year-old girl.

He was held in Zurich after travelling from France in September.

'Unusual' ruling

On Wednesday, the Swiss Federal Criminal Court accepted Polanski's bail plea and his offer to surrender his passport.

The court said Polanski would be subjected to "constant electronic surveillance" at his chalet and an electronic tag would be activated if he attempted to leave the premises.

It also said that Polanski - who holds dual French and Polish citizenship - would stay in the prison pending a possible appeal against the ruling.

The Swiss justice ministry has 10 days to appeal against the court's decision.

But Justice Minister Eveline Widmer-Schlumpf said she saw no reason to appeal against the decision.

It is highly unusual for extradition subjects to be granted bail in Switzerland, says the BBC's Imogen Foulkes, adding that Polanski's first application was refused.

But this time the court ruled bail conditions should be enough to prevent him fleeing back to France, our correspondent says.

The ruling is not thought to affect the Swiss government's ongoing assessment of whether it should extradite Polanski to the US.

Polanski has not set foot in the US since fleeing the country in 1978, and has settled in France.

Speaking after detention in September, US prosecutors disputed claims that his arrest came out of the blue, saying he had been on an Interpol "wanted list" for years.

A new report has accused the US private security firm formerly known as Blackwater of operating a covert assassination and kidnapping programme against suspected Taliban and al-Qaeda members in northwest Pakistan.

In an article published on Monday, The Nation magazine alleged that the firm, now known as Xe, is also involved in running a US military drone bombing campaign out of Pakistan.

Jeremy Scahill, the investigative journalist who broke the story, told Al Jazeera on Tuesday that the programme was so secretive that senior officials in the administration of Barack Obama, the US president, were likely unaware of it.

"What I learned is that for years there has been a covert operation of the US military inside Pakistan's borders ... and that Blackwater operatives are at the centre of not only the drone bombing campaign but also planning snatch-and-grab operations of high value targets."

Hunting bin Laden

Scahill, citing military intelligence sources and a former Blackwater official, said the programme began with an agreement between the US and Pakistani governments.

"In 2006, the Bush administration struck a deal with the government in Islamabad that would allow US special forces to actually enter Pakistani territory if what they were doing was hunting Osama bin Laden or his top deputies.

"The agreement was such that the Pakistanis said that they would have the right to deny that they had given permission."

There was no immediate comment from Islamabad on the story, and Scahill said that the White House also failed to respond to his request for comment.

But he said the office of Admiral Mike Mullen, the chairman of the US Joint Chiefs of Staff, had contacted him to reject the allegations.

"I did not call them, they called me and told me that the [allegations] did not stand up to reality," Scahill said.

"I've talked to my sources though, and they say that it's possible that officials within the military chain of command are simply not in what [they] called 'the circle of love' on this programme."

US officials have said that they believe northwest Pakistan is a hiding place for al-Qaeda fighters, including Osama Bin Laden.

Blackwater blamed

The northwest tribal region, and in particular Peshawar, the capital of the North West Frontier Province (NWFP), have borne the brunt of attacks perpetrated by the Taliban in recent weeks.

The attacks are in apparent retaliation for a military offensive launched in the country's semi-autonomous tribal region of South Waziristan against members of the Tehreek-e-Taliban Pakistan, one of the main anti-government groups.

But a spokesman for the Taliban last week blamed Blackwater for at least two of the recent bombings.

Azam Tariq posted a video statement on the internet, saying the Taliban attacks never aimed to target civilians and that the explosions were linked to Blackwater activities in the country.

Xe has denied having any contracts in Pakistan.

The North Carolina-based firm provides security for diplomats around the world, but it is facing charges of human rights violations stemming its part from a 2007 shooting in Iraq that left 17 civilians dead.

South Africa has deported an Israeli airline official following allegations that Israel's secret police, Shin Bet, have been operating in Johannesburg's international airport.

The official was employed by the Israeli embassy in South Africa and had a diplomatic passport, Israel's Ynet news reported on its website.

The deportation stemmed from an investigation by local television news show, Carte Blanche, into Jonathan Garb, a former El Al Israeli airline guard, who was aggrieved over the alleged non-payment of a bonus by his former employer.

After 19 years with the airline, Garb was fired, allegedly after he filed a complaint with the South African labour department, and decided to speak out to the media about his previous work.

'Secret police recruit'

Garb, a South African Jew, said he was recruited by Shin Bet, Israel's secret police.

America's leading human rights organisation has accused Israel and its supporters of an "organised campaign" of false allegations and misinformation, including "extremely personal attacks" on its staff, in an attempt to discredit the group over its reports of war crimes in Gaza.

Human Rights Watch (HRW) ties the campaign – which has included accusations that the group's reports on the Jewish state are written by "anti-Israel ideologues" and that it has sought funds from Saudi Arabia – to a statement by a senior official in the Israeli prime minister's office in June pledging to "dedicate time and manpower to combating" human rights organisations.

The criticism began with Israeli pressure groups and rightwing blogs, but in recent weeks it has drawn the support of influential individuals such as Elie Wiesel, the Holocaust survivor and Nobel peace prize winner, and HRW's own founder, Robert Bernstein, who said the organisation's reports were "helping those who wish to turn Israel into a pariah state". He called on HRW to focus more on abuses by Arab governments.

Iain Levine, HRW's programme director, said that while the organisation had long attracted criticism, in recent months there had been significant attempts to intimidate and discredit it.

"I really hesitate to use words like conspiracy, but there is a feeling that there is an organised campaign, and we're seeing from different places what would appear to be co-ordinated attacks ... from some of the language and arguments used it would seem as if there has been discussion," he said."We are having to spend a lot of time repudiating the lies, the falsehoods, the misinformation."

Spearheading some of the criticism is NGO Monitor in Jerusalem, an Israeli group funded by wealthy US donors which includes Wiesel on its advisory board. It has accused HRW staff of having a "political agenda" to attack Israel.

Criticism has particularly focused on the director of HRW's Middle East division, Sarah Leah Whitson, over a visit to Saudi Arabia.

NGO Monitor accused Whitson of attempting to raise money from Saudi officials by highlighting HRW's criticism of Israel, a charge also made in a comment piece for the Wall Street Journal online that was subsequently widely distributed by the most powerful of the pro-Israel lobby groups, the American Israel Public Affairs Committee (Aipac). Shortly afterwards, the director of policy planning in the Israeli prime minister's office, Ron Dermer, denounced Human Rights Watch.

"We are going to dedicate time and manpower to combating these groups; we are not going to be sitting ducks in a pond for the human rights groups to shoot at us with impunity," he said.

Levine said that Whitson's visit to Saudi Arabia was similar to trips by other HRW officials to Tokyo, Johannesburg and Tel Aviv to win the support of individuals interested in supporting human rights in their own countries and abroad.

"This idea that somehow the Saudi government is going to be able to influence us is nonsense. It's a cardinal principle of the organisation that we don't take government money," he said.

But Levine added that Dermer's threat marked the escalation of the campaign against HRW.

"It was clear that you had a new government in Israel under Binyamin Netanyahu with a harder right approach. He certainly recognised that the criticisms of Israeli conduct in Gaza from a humanitarian law perspective was extremely politically damaging," he said.

Levine said he believes many of the attacks were aimed at distracting attention from the report of the UN investigator, Richard Goldstone, which was highly critical of Israel's killing of civilians in its three-week attack on Gaza that started last December. Goldstone is a former member of the HRW board and the group has strongly backed his report.

"We have been under enormous pressure and tremendous attacks, some of them very personal, as have been the attacks against Richard Goldstone with really vituperative language used to describe him: obsequious Jew, self-loathing Jew and all the rest of it," said Levine.

HRW came under renewed criticism last month from its founder, Robert Bernstein, in an opinion article in the New York Times in which he accused it of criticising Israel more than undemocratic governments in the rest of the Middle East.

"Human Rights Watch has lost critical perspective on a conflict in which Israel has been repeatedly attacked by Hamas and Hezbollah, organisations that go after Israeli citizens and use their own people as human shields," he wrote.

Bernstein accused HRW of basing its accusations against Israel on the testimony of Palestinian "witnesses whose stories cannot be verified and who may testify for political advantage or because they fear retaliation from their own rulers".

Levine said that Bernstein went public only after the HRW board rejected his call for a change in direction.

A few days later, Wiesel and others published a letter in the Guardian drawing attention to Bernstein's article, accusing HRW of playing a "destructive role" and calling for a review by the organisation's board.

In September, HRW was shaken by accusations that its military expert and collector of war memorabilia, Marc Garlasco, is a Nazi sympathiser after describing an SS jacket as "so cool" in comments on a blog. Both he and HRW vigorously deny the charge, but Garlasco has been suspended pending an investigation.

At the time, Levine called the attacks on Garlasco the latest salvo in the Israeli government's campaign "to eliminate the space for legitimate criticism" of the Israeli military.

The member of the ultraconservative Saint Pius X Society, has denied the charges against him and refused to pay the 12,000-euro (£10,800) fine that would enable him to avoid trial, a court spokesman said.

The court has not yet set a date for the potential trial. Under German law Williamson has the right not to appear in person but to appoint a lawyer to plead his case for him.
British bishop 'to go on trial' in Germany over racial hatred
Richard Williamson, a British bishop who denied the Holocaust took place, has been summoned to appear in a German court for inciting racial hatred.

He caused an outcry in January when he gave an interview near Regensburg, southern Germany, in which he said that "not one Jew" was killed in gas chambers.

"It was all lies, lies, lies," he said in an interview that was later aired on Swedish television.

The bishop said he believed "200,000 to 300,000 Jews perished in Nazi concentration camps, but none of them by gas chambers".

The outburst prompted a very rare comment on religious matters by German Chancellor Angela Merkel, who called on Pope Benedict XVI to "clarify unambiguously that there can be no denial" the Nazis killed six million Jews.

Holocaust denial is illegal in Germany and Austria.

Three young Americans detained in Iran over alleged illegal entry are to be charged with espionage, Iranian state news agency Irna says.

Shane Bauer, Sarah Shourd and Joshua Fattal have been held by Iranian authorities since the end of July.

The trio are thought to have crossed a poorly marked border by mistake while hiking in Iraq's Kurdish region.

The US has voiced deep concern about their detention, while their families have appealed for their release.

Last week, US Secretary of State Hillary Clinton met their families, promising that the US was "exploring every angle" to secure their freedom.

According to the state news agency, the move was announced by general prosecutor Abbas Jafari Dolatabadi.

"The three are charged with espionage. Investigations continue into the three detained Americans in Iran," Irna quoted him as saying.

Swiss diplomats were allowed to meet the trio, aged in their 20s and 30s, in late September for the first time since their arrest.

The Swiss government represents US interests in Iran, with whom the US has no formal diplomatic relations.
